Ask RIOS works inside the caller’s authorized record boundary. It returns evidence, confidence and provenance when the answer contract has them, and it can abstain or route the question when the available record cannot support a safe conclusion.

Determine who is asking and which organization, client, dog and record scope that person is permitted to access.

Render the evidence, confidence and provenance returned by the answer contract. Network and Discovery claims can carry explicit limitations; an organization-record answer does not yet have a dedicated missing-context field.

When records cannot support a safe answer, stop short of a conclusion and return the question to an appropriate person.
