An observation is not a finding. RIOS preserves its source and uncertainty and can require confidence plus at least one reviewed source study before an authorized knowledge manager publishes a Discovery. Rights, consent, privacy and reviewer qualification remain human governance requirements rather than independently enforced publication gates today.
